Spain's National Education Institute Integrates IDEA Evaluation Model

[MADRID] The National Institute of Educational Research of Spain (Instituto Nacional de Investigación Educativa, INIE) and the International Digital Education Accreditation Alliance (IDEA) signed a Memorandum of Understanding (MOU) yesterday in Madrid, officially introducing IDEA's evaluation system to assess digital course modules in Spanish vocational education. This collaboration is viewed by Spain's education community as an important milestone in promoting the digital transformation of the country's vocational education.

According to the signed memorandum, the cooperation will initially focus on three key areas: digital education teacher training and certification, open standards for vocational education digital course content, and blockchain-based student feedback and evaluation mechanisms. INIE President Carlos Martínez stated at the signing ceremony: "Spanish vocational education is at a critical juncture of digital transformation. The international standard framework provided by IDEA will help us establish a more standardized, transparent, and internationally compatible digital education system."

It is understood that the first pilot project of this collaboration will be conducted in vocational technical colleges in Barcelona, Madrid, and Valencia, involving three professional directions: information technology, intelligent manufacturing, and digital creativity. The pilot adopts a "hybrid evaluation" mode, combining IDEA's international standards with Spanish local educational characteristics to form a localized evaluation system.

"This is not just the introduction of evaluation standards, but a deep exchange of educational philosophies," Dr. François Lambert, IDEA's European Regional Director, told our reporter. "We greatly respect Spain's rich educational traditions. IDEA's standards are not meant to replace local standards but to provide a complementary international perspective, helping Spanish vocational education better align with the global digital economy."

Elena Rodriguez, Director of the Digital Strategy Office at Spain's Ministry of Education, told reporters that this collaboration has strategic significance for enhancing the international recognition of Spanish vocational education: "By adopting the internationally recognized IDEA standards, our vocational education graduates will gain broader international employment opportunities, while also helping attract international educational resources and technology enterprises to cooperate with Spain's vocational education system."

According to sources, the first phase of the collaboration will last 18 months, focusing on localization adaptation and capacity building, with IDEA sending expert teams to provide certification evaluation training for the Spanish Education Research Institute. The second phase plans to expand the pilot scope, gradually promoting IDEA standards to the national vocational education network. The Spanish Education Research Institute also plans to contribute Spanish solutions to the EU's "Digital Education Action Plan 2025" based on the outcomes of this collaboration.

"We hope that through this collaboration, we will not only enhance the digitalization level of Spanish vocational education but also share Spain's unique vocational education experiences with the global education community through the IDEA platform," President Carlos Martínez said at the conclusion of the signing ceremony.
